School Based Decision Making
In 1990, the Kentucky Legislature began the process for implementing the Kentucky Education Reform Act (KERA). Within this legislation, School-Based Decision Making Councils were created in KRS 160.345.
School councils promote shared leadership among those who are closest to the students. Membership includes parents, teachers and administrators of the local school.
The SBDM Council has the responsibility through KRS 160.3452(c, 1) ... to set school policy, consistent with district board policy, which shall provide an environment to enhance the students' achievement and help the school meet the goals established by KRS 158.645 and 158.6451. This shared decision-making increases the commitment to implement the ideas.
